Germanton is an old place. It can, because the rules that apply to a fence are set at the county and municipal level, not the state level, and Stokes and Forsyth are not obliged to agree. Find out which one your parcel is actually in before you plan anything, and call that county's planning office rather than assuming. We build to whatever applies, but we are not going to guess which side of the line you are on.

Is vinyl actually worth it over wood?

It depends on what you want from the next fifteen years. Wood costs less to put in and asks for cleaning and refinishing to keep looking right. Vinyl costs more up front and then asks for a hose. Neither one is the correct answer for everybody. The requirements are different and worth talking through in person: defining a boundary without walling off a view, controlling where people can and cannot walk, gates wide enough for a delivery vehicle and narrow enough to manage, and a material that still looks presentable after a busy season. What keeps a wood fence from warping?

Mostly the picket. Boards cup and twist when the material is thin, wet on one side and baked on the other, which is exactly what a Piedmont summer does.
